With the return of the peak flu season as winter approaches, it is expected that there will be a flood of patients seeking treatment for flu and related diseases in the accident and emergency (A&E) departments. There is speculation that the Hospital Authority will raise the fee for A&E services in order to deter non-urgent patients, but is this suggestion actually effective in alleviating the situation?
