Inside toilets may not appeal to all Indian villagers

This is a follow-up from my previous post on India's public toilets being labelled on Google maps. Some villagers are against the idea as they like having a ready source of water to bathe subsequent to defacating. Public toilets do not allow for this and they will have to bring the foul smell home, before being able to shower. Cultures are difficult to change and and it is difficult for some communities to adapt to new changes. How do you suggest the government should tackle this problem?
