The Alzheimer's Disease Association, Agency for Integrated Care and the police were planning to create a national database of dementia patients, but are now focusing on building "community networks" to support those with the condition instead.

Holding off in registering people living with dementia is good in a way because it may be just a waste of time of resources at the moment. So, what happens next if the person is registered? I believe the MOH is right in focusing on getting the basics first and that is to focus on early assessment and adequate support to the patients and its carers.
